Mr. Miller is a pilot of some distinction, whose career has included flying F-18s in the RCAF, and in commercial aviation with Cathay Pacific in Hong Kong. He became General Manager, Langley Airport ten years ago. Mr. Garofalo, Alpha Aviation, has had a long career with several air passenger service companies at YVR. Since his appointment as General Manager, Boundary Bay Airport in 2016, Mr. Garofalo has enjoyed the challenges of operating a complete airport from the parking lot to take-off.

Our theme “Under the Radar” reflects the fact that most people, even in the transportation/logistics sector, have little knowledge or appreciation for the amazing aviation/business activity, much of it international, generated by our regional airports. Here are some facts:

·        Abbotsford, Boundary Bay, Langley and Pitt Meadows Airports serve 50% more air traffic movements than YVR

·        2016, 469,000 landings and take-offs supported business, training, passenger/recreational flying

·        Boundary Bay is 5th in Canada in total movements and first in local movements

·        Langley Airport is focused on helicopters and has the largest helicopter servicing facility in Western Canada

·        Pitt Meadows and Boundary Bay have extended runways this year

·        Boundary Bay is the site of a huge new commercial distribution warehouse

·        Langley and Pitt Meadows are building new control towers

·        Abbotsford is home to WestJet and no-frills carrier SWOOP

Scott will be talking about a major bill which is moving through the House, Bill C-49, "The Transportation Modernization Act".  This bill has many important features, mainly affecting the air and rail modes.  These include:


- new Air Passenger Bill of Rights

- an increase in the level of foreign ownership of Canadian air carriers from 25% to 49%

- new requirement for Canadian railways to report on rates, service and performance

- reciprocal rights of rail shippers to impose financial penalites on railways

- long haul interswitching
